Professional Technologist Job Family Operating Procedures

Purpose

To ensure consistent University-wide application of the (non-classified) Professional Technologists ("Prof Tech") Job Family.

Scope

This procedure will be followed by all University units employing Prof Techs.

Operating Procedures

Initial Implementation and Placement

On June 16, 2006, the Professional Technologist (Prof Tech) job family changed from the original 3 non-distinct levels (developed in January 2000) to 6 very distinct levels. Previously, all Prof Tech job titles were simply entitled Prof Tech.position number (ex: ProfTech.124). Now all Prof Tech job titles are based upon a new level (see descriptions below) followed by the position number (ex: ProfTech 3.33). This indicates the position is a Prof Tech 3 level, and was the 33rd level 3 position created.

New Positions

Prior to beginning the posting/recruitment process, new Prof Tech positions are to be assessed by the department of Human Resouces. A signed Prof Tech Position Description (.doc) form outlining the requirements of the position must be submitted to the department of Human Resources for determination of the prof tech status, corresponding level, and salary range. Recruitment requires proper authorization from the appropriate Vice President (see search process, below).

Prof Tech Levels

  • Prof Tech 1 – This entry level position requires a bachelor’s degree plus 2 years intern/student prof tech (part-time) experience or 1 year (full-time) related work experience.
  • Prof Tech 2 – This basic level position requires a bachelor’s degree plus 2 to 3 years related work experience.
  • Prof Tech 3 – This standard or mid-level position requires a bachelor’s degree plus 4 to 6 years related work experience (or a master’s degree plus 3 years). Additionally, this position MAY supervise Intern Prof Techs (students).
  • Prof Tech 4 – This advanced or lead-level position requires a bachelor’s degree plus 6 to 8 years related work experience (or a master’s degree plus 5 years) OR lesser years (4-6) related work experience AND is responsible for the supervision of other Prof Techs.
  • Prof Tech 5 – This senior-level position requires a bachelor’s degree plus 6 to 8 years related work experience (or master’s degree plus 5 years) AND manages a large, highly skilled technical group. This level may have a working title of Assistant Director.
  • Prof Tech 6 – This executive-level position requires a bachelor’s degree plus 10 to 12 years related work experience (or master’s degree plus 8 years) AND manages/directs multiple technical groups. This level may have a working title of Associate Director or even Director in some units.
  • In addition to these 6 job levels, this revised job family also provides for a trainee level for student employees employed as Interns (appropriately called an Intern Prof Tech). To qualify the student employee will be an undergraduate junior or senior or graduate student majoring in Computer Science or other related technology degree program and will work 20 hours per week. This internship will provide the related work experience needed to be qualified to work at the next level of Prof Tech (upon graduation).

Reviews

A Prof Tech position description shall exist for every Prof Tech position. The supervisor shall review the position description for accuracy at least every three years or when substantial changes occur with the position. The responsibility for assigning tasks and duties to a position belong to the supervisor. The supervisor updates and submits Prof Tech positions for review. The position incumbent, the immediate supervisor, and the appropriate Dean/Director/ Administrator must sign the updated position description. Although the majority of the position reviews are conducted at the request of the department, the department of Human Resources reserves the right to initiate the review of positions.

Hiring Salary Ranges

WVU seeks to maintain an equitable and market competitive salary structure for the Professional Technologist Job Family. Market competitiveness will be evaluated on an annual basis and hiring salary ranges adjusted accordingly.

Typical Search Process for Vacant Prof Tech Positions

  1. A position description is prepared using the Prof Tech Position Description (.doc) (this includes all vacant positions as well as all new positions created).
  2. Upon approval of the President (of WVU or appropriate regional campus), Vice President, or Executive Officer, the completed position description is submitted to the Department of Human Resources.
  3. The Prof Tech Position Description will be reviewed to determine if the position should fall in the Professional Technologist Job Family. If the position is not determined "Prof Tech" the position description will be returned to the requesting department to forward to the Classification and Compensation unit of the department of Human Resources for classification. If the position is determined to be a Prof Tech, the position will be graded using the Prof Tech Job Family Generics and returned to the appropriate President (of WVU or appropriate regional campus), Vice President, or Executive Officer.
  4. A copy of this determination will also be forwarded to the Office of Social Justice.
  5. The search can begin following the University's Search Procedure.

First Year Report Card

On or near June 15, 2007 (anniversary date of New Prof Tech Job Family), the implementation committee will meet to review the progress made and to ensure the new job family structure is working and to address retention, and recruitment issues. The intent will be to determine if implementation of this new Job Family has been a success in the development of a new Professional Technologist career path and if changes or modifications need to be made for improvement. Additionally, all generic job descriptions will be reviewed and updated as needed.
